DCN & GLOBE-TECH Strategic Partnership Agreement

For SME Development, Financial Inclusion and Economic Empowerment in Africa
Executive Summary
This Agreement establishes a strategic partnership between Diaspora Community Network (DCN) and Globe‐Tech Impact Services Ltd to support Small and Medium Enterprises (SMEs) across Africa, commencing in Nigeria. The partnership combines DCN’s community development and nonprofit expertise with Globe‐Tech’s business development, marketing, investment consulting and implementation capabilities.
Preamble
The Parties recognise that SMEs are critical drivers of economic growth, innovation, job creation and poverty reduction. Through collaboration, the Parties seek to provide grants, training, mentorship, financial inclusion initiatives and investment opportunities.

To become a leading African platform supporting entrepreneurs, SMEs and economic empowerment through strategic partnerships, innovation and sustainable development.
Partnership Mission
To empower SMEs by improving access to finance, grants, capacity building, mentoring, market opportunities and strategic partnerships.
Strategic Objectives
Support SME growth; strengthen financial inclusion; promote entrepreneurship; support women and youth-led enterprises; attract investment; create jobs; and deliver measurable social and economic impact.
Scope of Collaboration
Collaboration shall include SME development programmes, grant administration, financial literacy, entrepreneurship training, mentoring, business incubation, investment facilitation, research, stakeholder engagement and regional expansion initiatives.
Roles and Responsibilities of DCN
DCN shall act as the nonprofit and community impact partner. Responsibilities include stakeholder engagement, grant administration, donor engagement, impact reporting, beneficiary engagement, programme transparency and community outreach.
Roles and Responsibilities of Globe‑Tech
Globe‐Tech shall act as the implementation and business development partner. Responsibilities include programme design, business development, marketing, investment consulting, partnership development, project delivery and operational management.
SME Grant Programme Framework
The Parties may jointly develop and administer SME grant initiatives. Grant categories may include ₦300,000, ₦500,000, ₦800,000, ₦1,000,000, ₦1,500,000 and ₦2,000,000. Eligibility and assessment criteria shall be published separately.
Governance Framework
A Joint Steering Committee shall oversee strategy, programme performance, compliance, accountability and risk management. The Committee shall meet regularly and provide strategic direction.
Financial Management Principles
Funds shall be managed transparently and in accordance with applicable laws, donor requirements and approved programme guidelines. Neither Party may incur liabilities on behalfof the other without written consent.
Transparency and Accountability
The Parties commit to ethical conduct, responsible stewardship of resources, transparentreporting, fair beneficiary selection and compliance with all applicable regulations.
Monitoring, Evaluation and Impact Measurement
Programmes shall be monitored through measurable indicators including SME participation, grants awarded, jobs created, businesses supported and community impact outcomes.
Stakeholder Engagement Framework
The Parties may collaborate with banks, development finance institutions, governments, investors, foundations, corporations, NGOs and diaspora organisations.
Branding and Communications
Both Parties may publicly promote the partnership. Use of logos, trademarks or public announcements shall require mutual approval.
Regional Expansion Strategy
Nigeria shall serve as the initial implementation market. Expansion into other African countries shall occur as opportunities, funding and partnerships develop.
Term and Review
The Agreement shall remain in effect for an initial period of ten years and may be renewed by mutual agreement. Performance reviews shall be conducted periodically.
Public Commitment
The Parties affirm their commitment to empowering entrepreneurs, strengthening SMEs, promoting economic inclusion and contributing to sustainable development across Africa.
